Benchmarking is a tool used in the context of performance management and investment decision-making processes. Benchmarking is as much a qualitative as it is a quantitative exercise to assess and determine “gaps” in performance. Benchmarking results provide a “snapshot” into the capability and competitiveness of an asset and effectiveness of the organization responsible for its operation.

Results from benchmarking can initially be used to quantify, validate, and set appropriate performance goals in the business plan (consistent with the focus areas described in the business strategy). Ultimately, benchmarking can drive an organization to achieve operational excellence by:
  Understanding how your plants perform with respect to similar units operating under similar business circumstances (e.g., markets and contracts)
  Identifying specific process and functional areas where your plants lead and lag in performance
  Learning “best practices” (i.e., strategies, processes, tools and organizational factors) that may be applied to improve plant performance
  Building this information into plans for improving the way that your plants are managed and operated
